Description
The file is in the attachment, a MIDI file that is used Nokia Phones as a ring tone ( specifically N95, A nokia best seller )
i just found that mplayer does not play this format even with the latest build on Sherpya build 34118 for Win32

midi support isnt high priority for mplayer.
i think you can play them using xine plugin or winamp plugin (af wadspa patch on windows).
ffmpeg may also get midi support, then it will be in mplayer shortly after that.
