no, this is a specific bandwidth header in real media rtsp streams only. i dont know what its to specify.
i dont have the spec in front of me. might be in the helix open source repo...
i'm 99% sure it only affects a header in real-rtsp connections (some rtsp:// but not many are rm anymore) and not tcp:// udp:// http:// ftp:// etc.
