Description
Setting vrc_maxrate=9800 for a DVD does not limit the bitrate in the output file
to 9800kbs. Even if the vbitrate is as low as 6000kbps, the max bitrate can
spike higher than 9800. For a 2 pass encode, the problem is much worse and
bitrate spikes will exceed 9800 by much further than a single pass encode for
the same vbitrate.

Ok, the latest version does exhibit the problem. Both in 1 pass and 2 pass,
VRC_MACXRATE is ignored. Here's the version:

You may be able to disregard this. I had a batch file pointing to an older
version of mencoder. Still testing with the latest version to see if it
exhibits the problem.
